Proceed with the design and construction of the County Subsystem backbone of a countywide PSCS/800 MHz <br />Interoperable Communication System as a subsystem to the Metropolitan Radio Board's public safet:lJ. <br />communication system (Rcsolution 2004-256). <br />2. Develop a preliminary design of a Ramsey County PSCS/800 MHz PSAP/Dispatch Center that would be sized <br />to alIow for potential future countywide dispatching for consideration by the County Board and the Policy <br />Planning Committee (Resolution 2004-257). <br />3. Begin negotiations with thc City of Saint Paul for a combined PSCS/800 MHz Dispatch Center, and with the <br />Cities of Maplewood and White Bear Lake to become independent PSAPlDispatch Centers in the countywide <br />subsystem, and to negotiatc with aII communities within Ramsey County, and to update the County Board and <br />Policy Planning Committee on progress and recommendati()ns (~so]ution 2004-258). <br /> <br />(Executive Summary is continued on the next page) <br /> <br />ACTION REQUESTED - Policy Discussion with Samc Day Action Requested <br />I. Approve a financing option that over an eight-year period clocks down contributions for operating costs by <br />those PSAP/Dispatch Centers that choose to join the consolidated Dispatch Center. <br />2. Approve payment by Ramsey County of the costs for capital equipment, connections and dispatch center <br />facility constmction and site development costs for those independent PSAPlDispatch Centers that choose to <br />join the consolidated Dispatch Center. <br />3. Approve the formation of a Dispatch Policy Committee that includes elected official representatives from those <br />independent PSAP/Dispatch Centers that choose to join the consolidated Dispatch Center. <br />4. Authorize the County Manager to rcpresent the County Board in formal negotiations with the independent <br />PSAPlDispatch Centers. <br />5. Request that Maplewood, North Saint Paul, Saint Paul and White Bear Lake each submit a formal resolution to. <br />Ramsey County by May 17, 2005 if they are interested in joining the consolidated Dispatch Center. <br />6. Authorize the County Board's representative to begin negotiations with the contract cities for a similar <br />financing option if at least one of the independent PSAP/Dispatch Centers chooses 10 join the consolidated <br />Dispatch Center. <br />
