A. Mortenson Company <br />for design of a 9] 1 back-up site; and to bring agreements to the Board for approval . <br /> <br />COUNTY MANAGER COMMENTS: <br />In order to decide on the configuration of the dispatch center, finalize the location of the center and order <br />equipment it is critical that we resolve the issues of who will be part of a consolidated dispatch center. The <br />County Manager recommends that the County Board request any community that is interested in consolidating <br />its PSAP/Dispatch Center with Ramsey County to pass a resolution authorizing negotiations with Ramsey <br />County for a consolidated Dispatch Center within the parameters set forth in the County Board's attached <br />resolution and that such resolutions be sent to the County Board by May 17,2005. Further, the County <br />Manager recommends that the County Board designate a representative to negotiate the actual agreements with <br />interested communities and bring such agreements back to the County Board for consideration. <br /> <br />Both houses of the legislature are once again discussing the possibility oflevy limits. Levy limits would make <br />the proposed financial changes virtually impossible to achieve. Any agreements entered into will have to take <br />this issue into consideration. <br /> <br />This will continue to be an issue during the eight-year transition process. Dispatch center agreements will need <br />provisions that address what occurs if levy limits make it impossible for the County to assume the costs of <br />takeover. <br /> <br />In the event levy limits are implemented we could request legislation that costs for dispatch center <br />consolidation and public safety communication systems are outside any levy limits. <br /> <br />. <br />
