We appreciate the opportunity for an open dialog on this issue. I would like to <br />respond to the concerns raised in your letter. <br /> <br />. <br /> <br />'"The County appears to want to freeze current budgets across the county and to <br />place a schedule in effect that will gradually reduce municipal payments over a <br />seven year period. At year eight the County would then assume all costs for <br />dispatching thereafter, no fonger billing cities for dispatching costs. " <br /> <br />The County agrees to accept long-term financial responsibility for a consolidated PSAP. <br />To fund the transition, cities that participate in the consolidation are being asked to <br />contribute an amount equal 10 their annual dispatch operating costs for the first year of <br />operation. The County Board is considering how the annual contribution would be <br />"clocked down" in subsequent years. One possible scenario of a "clock down" schedule <br />is attached as an example. <br /> <br />"Maple wood currenlly contracts with the Cities of North Sf. Paul for dispatching <br />services The contract calls equate to 23% of the lotal calls. " <br /> <br />We recognize that North Sl. Paul contracts with Maplewood for dispatching services <br />and contributes to the operating costs of your PSAP. Accordingly, Maplewood's first <br />year contribution to a consolidated dispatch operation would be $525,500 instead of <br />$681,515. <br /> <br />"Dispatchmg protocol is also a significant concern that must be addressed as part <br />of any consolidation planning. Maplewood must have assurances Ihat issues of <br />public salety and protocol will be handled in a fashion that are as unique as some <br />of the services provided in the City- Previous attempts at consolidation felt far <br />short of promises as the special dispatching needs of Maplewood were ignored.
