<br />Resolution <br /> <br />Board of <br /> <br />. <br /> <br />Ramsey County Commissioners <br /> <br />Commissioner McDonoug~,_ Date April 26. 2005 No, 2005-IJ1~'L_ <br /> <br />Connie Catlin, County Manager's Office <br />Scott Williams, County Manager's Office Page20f5 <br />Paul Kirkwold, Project Manager <br />Bob Fletcher, Sheriff Budgeting & Accounting <br /> <br />Presented By <br />Attention: <br /> <br />WHEREAS, The Ramsey County Board has taken a position in support of <br />exploring consolidation because Commissioners believe that it provides several <br />advantages to all of the jurisdictions involved; and <br /> <br />WHEREAS, In response to the County Board's position that one consolidated <br />countywide Dispatch Center could provide a better long-lerm service strategy for the <br />whole County, Commissioners and the County Manager have been meeting with the <br />cities of Saint Paul, Maplewood and White Bear lake to explore their interest in joining <br />the County in a consolidated countywide Dispatch Center; and <br /> <br />WHEREAS, During these discussions, financial and governance issues have <br />been explored; and <br /> <br />. <br /> <br />WHEREAS, The City of Maplewood voted on April 11 , 2005 to authorize staff to <br />begin negotiating an agreement with the County for provision of 911 dispatch services <br />for Maplewood; and <br /> <br />WHEREAS, Consolidation discussions have led to the suggestion that the <br />County gradually take responsibility for funding dispatch operations and that <br />governance of a consolidated Dispatch Center is a concern as dispatch operations will <br />affect the various jurisdictions' public safety; Now, Therefore, Be It <br /> <br />RESOLVED, The Ramsey County Board of Commissioners approves a financing <br />option that over an eight-year period clocks down contributions for operating costs by <br />those cities operating PSAP/Dispatch Centers that choose to join the consolidated <br />Dispatch Center on the following schedule.
