<br />. <br /> <br />Dircction and Control <br /> <br />The dircction and control of govcrnmcnt operations from a ccntral, protected facility with adequatc <br />communications and kcy pcrsonnel is csscntial to the conduct of cmergency opcrations. This facility <br />will bc known as the Ardcn Hills Emcrgcncy Operating Center (EOC) locatcd in thc Council Chambers <br />at Ardcn Hills City Hall. Alternate locations for the EOC arc thc Lakc Johanna Firc Station #1, 3246 <br />New Brighton Road, Ardcn Hills, (651) 633-0349, and the Ramscy County Emcrgency Services Officc, <br />1425 Paul Kirkwold Drivc, Arden Hills, (651) 266-7100. <br /> <br />1. Criteria for EOC Activation <br />Thc dcgrcc of Ardcn Hills EOC activation will bc dctermincd by thc severity of the emergcncy. <br /> <br />. Thc EOC may be partiallv activated due to a potcntial thrcat to life or property from scvere <br />wcathcr, i.e., tornado, flooding, blizzard, civil disturbancc, biological, or a hazardous materials <br />incidcnt/accidcnt that is an uncontrollcd relcasc of a reportable product. <br /> <br />. The EOC will be fully activatcd in rcsponsc to an emergency rcsulting in a threat to life and <br />propcrty. This would includc, but is not limited to, tornado touchdown or flooding causing <br />damagc to thc public and privatc scctor and rcquiring a coordinatcd rcsponsc cffort, or a <br />biological-hazardous materials incident/accident involving thc responsc of scveral agencics, <br />including federal and state, as well as surrounding counties and municipalities. <br /> <br />. <br /> <br />2. Rcsponsibility for EOC Activation <br />In thc evcnt of a major disastcr, City staff would be cxpected to automatically report to the EOC <br />(City Hall); howcver, the City of Arden Hills Emergcncy Managcment Director is rcsponsiblc for <br />ensuring that the EOC is activated according to the criteria discusscd abovc. <br /> <br />3. Staftlng of thc EOC <br />Thc staffing list for thc Ardcn Hills EOC is on filc with the Ardcn Hills Emcrgcncy Managcment <br />Dircctor. Each dcpartment/agcncy which is reprcscntcd in the EOC is responsible for ensuring that <br />its rcprcsentative is familiar with thc dutics which hc/shc is cxpccted to perform at thc EOC. (Scc <br />Call List scction). <br /> <br />4. EOC Equipment/Supplies <br />Thc Arden Hills Emergency Management Director is responsiblc for ensuring that the EOC is <br />operational. The neccssary maps, displays, tables and chairs, communications equipment, mcssagc <br />logs, etc., are on hand and available for use in the EOC. <br /> <br />. <br /> <br />R <br />
