<br />. <br /> <br />. <br /> <br />. <br /> <br />Memo <br />Infrastructure Maintenance Schedules and Equipment Usage Discussion <br />2 <br /> <br />1999 Sterling Vactor - This is a truck equipped with a large tank, an auxiliary motor and a <br />section of hose, Two people are required to operate this piece of equipment. The hose can be <br />converted to a six or four inch diameter depending on the situation. Thc hose is lowered into a <br />manhole and the auxiliary motor supplies power to the hose to 'vacuum' up debris in a sewer <br />line, The Vactor is used in conjunction with the Jetter. The Jetter supplies a jet of water to force <br />the debris downstream to the next manhole where the Vactor hose is ready to vacuum up the <br />debris into its holding tank. The Vactor can also be used independently of the Jetter, when <br />debris is encountered within a manhole. <br /> <br />2003 Aries Video Trailer and Video Camera - The trailer is a self contained video studio that <br />houses a video camera mounted on treads or tires depending on the situation, VCR, Monitor, <br />control panel (similar to a computer keyboard), audio system and a work station, Two people are <br />required to operate this piece of equipment. The video camera, attached to a heavy duty video <br />cable, is lowered into a manhole by a special arm, The camera is then operated by the controller <br />as the second person monitors the cable laying system, The camera is operated by a joy stick, <br />similar to one found on a video game system. The camera can move forward or backwards and <br />the camera lens can be rotated 360 degrees. The control system also includes an audio capability <br />so that the operator can describe what he is viewing, In addition, a distance monitor constantly <br />reads the distance traveled and displays this on the video screen. This system is used to 'read' a <br />sewer line before and after the line has been Jetted and Vactored, <br /> <br />Maintenance Schedules <br />Long Term - 0 & M Staff will video, jet and vactor the entire City every two years. Our <br />schedule currently exceeds the maintenance standards the League of Minnesota Cities Insurance <br />Trust (LMCIT) has for reviewing a city's sanitary sewer system, which is every three years. All <br />tapes are sent to the City Engineer for review, These tapes help in fOffilUlating long range <br />planning for the maintenance of the sanitary sewer system and are especially useful in the CIP <br />Budgetary planning process, <br /> <br />Short Term - This refers to videoing, jetting and vactoring in an upcoming PMP neighborhood, <br />For example the 2005 Red/Grey Fox PMP neighborhood was serviced last week, This provides <br />staff with one last look at the sanitary sewer system, so that an accurate assessment of the system <br />can be made before the project is bid, The same procedure was completed for the 2006 <br />Ridgewood PMP neighborhood, In addition, if staff suspects trouble in a particular individual <br />segment of line or a ncighborhood, staff will address this issue. <br /> <br />Emergency.. This refers to a break in one ofthe City's lines or a back-up to a resident's home <br />caused by a blockage in our line, This is a one time, isolated incident that is treated as an <br />emergency by staff This could take place during the regular work day or after hours resulting in <br />a "Call Out" situation, The LMCIT recommends that staff provide a video and service record of <br />the sewer line hefore the breaklblockage as well as a video record after the repairs have been <br />made, This rccommendation took effcct January 1, 2005, <br />
