Memorandum
July 18, 2005
Page 2

.

Required Action by City
The City needs to prepare a Memorandum of Agreement outlining each party's responsibilities for costs
and operations associated with Lift Station #7, City Attorney Jerry filla is currently preparing a draft MOA
to be reviewed by City staff and Presbyterian Homes,

I, Cos\: Presbyterian Homes has incurred the initial cost for the purchase of the two chopper pumps,
However they anticipate that the City will reimburse them for the value of the standard pumps which are in
the lift station because the City is responsible to provide general sewage collection, The chopper pumps
cost approximately $28,000 while the value of the existing standard pumps is approximately $14,000, The
ratio of standard pump cost to chopper pump cost is therefore approximately 50%, We recommend that
this ratio be used to split costs of future maintenance (involving parts replacement) and repair as well. City
staff recommends that the reimbursement take place once we are (J) assured of our ability to re-use the
pumps in two of the future lift station projects; and (2) know with more certainty what the value of those
pumps are (i.e, when bids are received and a contract awarded for lift station projects using those pumps,)

2, Operations: We recommend that City staff provide daily operational maintenance of the lift station as
they have to date, Daily maintenance activities for Lift Station #7 are not anticipated to be different from a
lift station with standard pumps, The electrical costs related to chopper pumps is anticipated to be slightly
greater than the standard pumps, Council may wish to request payment of this amount from Presbyterian
Homes as well,

Other Discussion Items .
During the discussions about the pump issue, City staff and Presbyterian Homes also discussed improving
the vehicle access to Lift Station #7 and replacement of a segment of sag pipe located in the sewer
easement within Presbyterian Homes' property, These two issues are not related to the lift station
operational issues and may be incorporated in future CIP projects as lunds are available,

.
