.

.

.

2-
~ILLS

MEMORANDUM

DATE:
TO:
FROM:

ITEM 2C

July 13, 2005

Mayor and City Council
Michelle Wolfe, City Administrator ~

SUBJECT: July 18 Work Session Discussion: Engineering Services

At the February 22 Work Session, City Council directed staff to further study the option of
partnering with a neighboring City for engineering services, (February staff memo is attached
for reference,) The City of Roseville has expressed interest in studying this option with us,

We have had a few meetings with staff from Roseville, We concluded that there is potential for
this to be a good opportunity for both cities, so we started to identify issues that would need to be
addressed in order for this to be a successful partnership, This initial list of issues included:

. potential projects to be assigned to an engineer
. potential of shared resources between the two cities
. items to be addressed in an agreement between the cities
o supervISIOn
o salary, benefits, accounting
o type of agreement (i,e, similar to current IT agreement?)
o exit strategy
o support staff
o designation of City Engineer
o local accountability
o continuity of services
o transition period
. recruitment and selection process
. insurance - errors and omissions

The last time we met with Roseville, we decided that the next step was to update our respective
City Councils and look for authorization to proceed forward with the development of an
agreement. Roseville staff will be discussing this with the Roseville City Council on July 18,

I am very pleased with the discussions thus far and am confident that this is the bcst option for us
at this time, I believe that it will provide the vast majority of the goals we wcrc hoping to meet
by hiring an engineer on staff, while providing some additional benefits and flcxibility as well.
