This report evaluates the feasibility of the proposed improvements and <br />explores potential optional improvements as directed by the City Council. <br /> <br />Information utilized in the preparation of this report includes the 1999 and 2002 Pavement Condition <br />Index field surveys, aerial mapping, as-built plans, GIS property information, plat information, and <br />input from City staff, neighborhood residents and the Rice Creek Watershed. <br /> <br />We are of the opinion that the improvements outlined in this report are feasible and would address an <br />area that is high on the list for utility and pavement and utility rehabilitation and reconstruction. The <br />proposed improvements would bring the neighborhood streets up to City standards while improving <br />the drainage system and water quality for Lake Johanna. Underground utilities that may be near the <br />end of their useful life could also be replaced or repaired as a part of the project thus significantly <br />extending the life of those systems and reducing annual maintenance costs.
