3

~'\ RECYCLING AND
t. ~ REFUSE INC.
P.O. Box 67' Circle Pines, MN 55014' (763) 780.8464' Fax (763) 780-5620

~

March 1, 2004

Dear Customer:

We feel it is important to update you about a serious proposal being considered by the
City of Falcon Heights. This proposal would radically change how your waste hauling
services are provided.

City's Proposal will Hurt Consumers
The proposal by the City of Falcon Heights would eliminate the current system where
customers select the waste hauler that best meets their needs for service and price.
Instead, the City wants to impose government-managed/public collection system where
the City determines who hauls your waste and determines the rate you, the customer,
will pay. We believe this country was founded on Freedom of Choice. We do not
endorse the city taking this from it's citizens.

Some of your city officials believe the elimination of competition between garbage
service providers will significantly reduce the damage to the streets but they apparently
don't have a plan to eliminate competition by your many other service and delivery
providers who also use your streets on a daily basis.

Losing the right to choose your waste hauler as well as the rate you will pay and the
service level you will receive is a high price to pay where there is no guarantee of an
offsetting benefit.

We Need Your Help
We take the City's proposal very seriously and are encouraging support from our
customers in the City of Falcon Heights, local elected leaders and others who would
likely oppose such a move.

Please, help stop governmeni-tnanaged/public tollection. Let's preserve customer
choice, competitive prices and reliable service. Take a moment to complete and return
the enclosed support card. We will share your card with members of the city council.
You have our assurance that your private information will not be sold or used for any
commercial purpose.

We are proud to be your waste service provider and appreciate your business. If you
have any questions please contact George Walter at 763-780-8464. Thank you.

Sincerely,

/

/i/~

George Walter
President

..

.

.

roo
