'services-arE'provided. .

Counties' Proposal will Hurt Consumen;
The proposal by Washington and Ramsey Counties would likely eliminate the current system'
where you select the waste hauler that best meets your needs for service and price. lnstead, the
counties want to impose government-managed/public collection where the counties would
likely detennine who hauls your waste and set the rates consumers will pay.

Although the counties say this change is for environmental reasons, we believe the real issue is
the counties' desL-re to control the garbage volume going to the Newport waste processing
facility. A move to a government trumaged system would allow the counties to control the .
amoUnt of Waste sent to the. Newport waste prOcessing facility, but may result in a substantial
cost increase to taxpayers.

We Have a Better Plan
The waste mdnstry believes there is a better solutioIL Our proposal includes the following four
points:

. i. PreserVe Customer Choice., Allow consumers to continue to choose who provides ,
waste service .to their home or busIDess. Consumers would also be able to continue to
negotiate the rates they pay and the services they want to receive.

2 Environm..,ntal Protection., Haulers certify that we will utilize waste disposal facilities
that meet or exceed strict" state and federal environmental standards, regardless of the
type of waste disposal method used.

3. Protect County Contracts. Haulers have assured the counties, that we will supply
enough waste volume to the Newport waste processing facility to payoff the remaining
contract obligations..

4.

, Increase Recycling. Haulers are willing to work together in a public-private partnership
to reduce the challenges associated with waste disposal. We want to strengthen Hie
partnership between state and lbCal government, waste haulers and consumers to
achieve our common objective to. reduce, reuse and recycle.

.

C)-I
