If chemical treat:rnents are deemed <br /> <br />necessary, the cost for this service shall be borne by the City: The <br /> <br />costs of the mechanical means oftreat:rnent shall be borne by thc <br /> <br />owner or occupant of the premises, the shade trees upon which <br /> <br />have been mechanically treated by the City. The owner or <br /> <br />occupant of the premises shall be billed the costs of the mechanical <br /> <br />treatment, and in the event of nonpayment of the bill within thirty <br /> <br />(30) days of the dale thereof; the Council may then assess the <br /> <br />amount due, plus interest, in the manner provided in Subd. 10. <br /> <br />C. The City has the right to plant, prune, maintain, <br /> <br />remove or perform any other arboricultural practices as necessary on all public <br /> <br />property including the street right-of-way to ensure public safcty and to preserve or <br /> <br />cnhance the symmetry and beauty of such public grounds. <br /> <br />Subd 17.
