After an extended period of study, <br />the Falcon Heights Solid Waste Commission has found that: <br /> <br />. Only wifu a contract can we make the decision about where our garbage goes, based <br />on our enviromnental interests, and make sure we have a voice in other important <br />decisions about our municipal solid waste. <br /> <br />. If we can reduce the number of garbage trucks serving fue City, we can make our <br />streets and alleys last longer and reduce exhaust and noise pollution <br /> <br />. Continued consolidation of the industry will leave individual residents wifu <br />decreasing choice and decreasing power in fue marketplace, if the City keeps an open <br />. system. <br /> <br />It is the consensus of the Commission that the interests of the residents of Falcon <br />Heights can best be served by implementing organized collection in the City. <br /> <br />Accordingly, fue Commission recOlIm1ends the following plan and timetable <br /> <br />. On October 13, end the statutory planning period and commence the 90-day <br />discussion period <br /> <br />. Put the Commission's report and recommendation and the haulers' recommendation <br />in fue hands of resident as soon as possible after October 13 <br /> <br />. Take comment from the public under guidelines to be determined by the City Council <br />for a limited period to be designated by the CounciL <br /> <br />. Make available an opportunity for haulers to participate in further discussion during <br />the 90 days <br /> <br />. Make findings of fact, as required by Minn. Stat. 115A.94, in January, 2005, at the <br />end of the 90 day discussion period or soon thereafter. <br /> <br />.
