<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~~ILLS <br /> <br />Approved: <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />SEPTEMBER 12, 2005, 9:00 P.M. <br />CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 <br /> <br />CALL TO ORDER <br /> <br />Mayor Aplikowski called the meeting to order at 9:00 p.m. <br /> <br />Present: <br /> <br />Mayor Beverly Aplikowski, Councilmembers Gregg Larson, Brenda <br />Holden, and David Grant <br /> <br />Absent: <br /> <br />Councilmembers Lois Rem. <br /> <br />Staff Present: City Administrator, Michelle Wolfe; Director of Operations & <br />Maintenancc, Thomas Moore; and Assistant to the City Administrator, Schawn Johnson <br /> <br />Shared Civil Ene:ineerine: Services with the Citv of Roseville <br />City Administrator Michelle Wolfe provided thc City Council with an overview ofthe proposal to <br />Share civil engineering services with the city of Roseville. City staff has been actively engaged <br />with Rosevi1le staff in evaluating the possibility of sharing engineering services. At this time, City <br />staff is recommending that the City procced forward with the Joint Powers Agreement (JPA) <br />between the two cities. Both City Attomeys have reviewed the document. Ajob description has <br />been prepared for the proposed civil engineering position by the City of Roseville. The City of <br />Roseville evaluated the position and feels that thc appropriate salary ranged would be $45,801 to <br />$62,558 for this position annually. <br /> <br />City stafTbelieves that this is a very promising idea and will provide the City with a number of <br />engineering services and benefits. The City would also have access to other engineering expertise <br />and GIS assistance in the future. If the City Council is in agrcemcnt with the joint powers <br />agreement with the City of Rose vi lie, recruitment for this position would begin in late September. <br /> <br />Councilmember Larson asked if the one year termination date was necessary for this type of <br />agreement. <br /> <br />City Administrator Wolfe stated that the one year termination notice was implemented to allow <br />the civil engineer enough time to find a new employment opportunity. <br /> <br />Councilmember Larson asked ifunemployment insurance is already included in the compensation <br />cost of 1.9 times the base salary for a City of Rose vi lie engineering employee. <br /> <br />City Administrator Wolfe said that she will review this concem with the City ofRoseville. <br /> <br />\ IMetro-inet.uslArdenHiIIslAdmin\Council\.Minutes\ W orksession\200S\09-12-0S- Draft.doc <br />
