<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />Approved: <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION MEETING <br />SEPTEMBER 26,2005,8:47 P.M. <br />CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 <br /> <br />CALL TO ORDER <br /> <br />Mayor Aplikowski called the meeting to order at 8:47 p.m. <br /> <br />Present: <br /> <br />Mayor Beverly Aplikowski, Councilmembers David Grant, Gregg Larson, <br />and Brenda Holden. <br /> <br />Absent: <br /> <br />Councilmembcr Lois Rem (excused). <br /> <br />Staff Present: City Administrator, Michelle Wolfe; City Attorney, Jerry Filla; and <br />Recording Secretary, Kathleen Altman. <br /> <br />RESIDENTIAL CODE ENFORCEMENT ISSUES - 3150 HAMLINE AVENUE <br />AND 1415 GLENHILL <br /> <br />Ms. Wolfe stated city staff has been involved with scveral Code violations at the above <br />property for the past fivc years. While most of the violations are not safety related, one of <br />the violations relates to a storage building on a vacant lot. Staff has inspected the building <br />from the exterior and has deemed it to be an unsafe structure and a hazard to the public. <br />Staff has sent the owner of thc property numerous letters regarding the violations. These <br />letters have resulted in little action taken by the owner to resolve these issues. She stated <br />they needed to inform Council at this time because this would be going to Court in the <br />future. <br /> <br />Mr. Filla stated this had gone through the Court system last year and it was a slow <br />process. He indicated in July of this year, the property owner had plead guilty to some of <br />the violations at which time the Court ordered a statutory review in July, 2006. He stated <br />the next step was for the City to make a Motion and request the Court to impose a <br />sentence. <br /> <br />Mayor Aplikowski stated some of the complications came about when there was a verbal <br />discussion between herself, the resident and City staff. She stated she wanted to see <br />something done and if abatement was the way to do this, then they needed to abate the <br />property. <br /> <br />Councilmember Holden asked if she did not allow the City on her property to clean it up, <br />what happened next. Mr. Filla replied if there was a public safety issue, the City had the <br />right to go on thc property. He noted there were options the City had.
