<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />October 13, 2005 <br /> <br />AGENDA ITEM 2.E <br /> <br />TO: Mayor and City Council <br /> <br />FROM: <br /> <br />J\J10{d. <br />Michelle Wolfe, City Administrator 1 f\- f r - <br /> <br />SUBJECT: October 17 Work Session: TCAAP Update <br /> <br />I want to take a few minutes on October 17 to discuss the status of the TCAAP project and <br />request Council direction on a few items. <br /> <br />1. <br /> <br />Appraisal Process <br /> <br />I have attempted to work with GSA to reach an agreement as to the process we will use to <br />finish up the appraisals and a completion date. As you know from the GSA <br />correspondence received this week, I have not yet been successful. I hope to have a <br />better report to you in time for the work session meeting. <br /> <br />2. <br /> <br />Athletic Fields <br /> <br />We have reserved space for athletic fields in the framework vision for the property. I <br />periodically receive inquiries about this and am wondering if Council is interested in <br />some preliminary discussions about this topic. Mounds View School District is working <br />on a needs assessment survey to try and estimate the number and type of facilities that are <br />needed. In addition, staff has met with some private interests who would like to discuss <br />the possibility of private development of the complex. They are willing to come to a <br />Council work session to discuss. However, since this is proposed as a regional facility, <br />we need to include the other parties in our discussions as wcll. I would propose that we <br />schedule a meeting for a future work session, and invite the school district and other <br />communities who have previously been involved in the this discussion, to start with a <br />basic discussion to get everyone on the same page. This would include a history of how <br />these discussions began and what types of progress has been made in those discussions. <br />Then, we could schedule a subsequent meeting to think about strategy moving forward. <br />If Council is agreeable to this idea, I will proceed with scheduling such a meeting on a <br />future agenda. <br />
