Overall, the new ordinance has succeeded in more clearly
defining the application process and the City's regulations regarding the selling or distribution of
goods, services, advertisement, and political literature. During the past six months, City staff has
successfully implemented the new ordinance and application materials into the City's pennitting
process. Over the past six months. City staff has noticed that a few minor changes may be
necessary to make the existing ordinance more conduci ve to the organizations that acquire a
peddler, solicitor, and transient merchant permit on a regular basis.

In December, City staff received a peddler, solicitor, and transient merchant permit request from
a local Girl Scout troop. The City's existing ordinance requires the Girl Scout Troop to submit a
roster with the names and addresses of all the troop members to the City. City staff did not
bclieve that this information was necessary and therefore consulted with the City Attorney to
review potcntial language that could be inserted into the ordinance to minimize the information
requirements for exempt organizations.

City staff is recommending that the following language be deleted from 340.03 Subd. 9 of the
City's Peddlers, Solicitors, and Transient Merchant Ordinance:

A list including the name, address, phone number and age (under 18 years) of all persons
working for or assisting in the described activity.

City stall is recommending that the following language be added to 340.03 Subd. 9 of the City's
Peddlers, Solicitors, and Transicnt Merchant Ordinance:

Minors under 18 years of age who are working for an exempt organization are
not requircd to submit information regarding their name, address, phone
numbcr, or age to the City. The City of Arden Hills requires that an adult

\\Me-tro-inecus\ArdenlliIls\Admin\Assistant City Administrator\Mcmo's and Letters\2006\PeddJers, Solictors, and
Transient Merchants 2-13-06.DOC
