<br />PROPERTY IDENTIFICATION <br /> <br />. <br /> <br />The subject of the appraisal is a land parcel located on the south side of State <br />Highway 96 just west of Hamline Avenue in Arden Hills, Ramsey County, Minnesota. <br />The site is the former Arden Hills Public Works Facility, addressed 1450 West <br />Highway 96. Photographs and maps elsewhere in this report depict the property. The <br />property tax parcel number is 22-30-23-21-0141. <br /> <br />LEGAL DESCRIPTION <br /> <br />The following legal description for tax parcel 22-30-23-21-0141 was obtained from <br />Ramsey County: <br /> <br />Except the East 253 feet, the North Y, of the Northeast Y, of the <br />Northwest Y, (subject to roads and easements) in Section 22 <br />Township 30 Range 23, Ramsey County, Minnesota <br /> <br />PURPOSE/INTENT OF THE APPRAISAL <br /> <br />The purpose of the appraisal is to provide a supported opinion of the market value of <br />the subject land, as if vacant. The property is appraised under the hypothetical <br />condition that the land is vacant and not improved with any buildings. The opinion of <br />value, as stated in this report, is based upon the definition of market value contained <br />herein. The date of valuation is January 28, 2006 which is the date of the property <br />inspection. The appraisal is made at the request of the City of Arden Hills which is <br />the intended user. The intended use of the report is to provide a value opinion for the <br />City of Arden Hills to assist in marketing the property for development. <br /> <br />. <br /> <br />PROPERTY RIGHTS APPRAISED <br /> <br />The property rights appraised are those of the fee simple estate. The source of the <br />following definition of fee simplc estate is page 113 of the Dictionarv of Real Estate <br />Appraisal. fourth edition, published in 2002 by the Appraisal Institute: <br /> <br />"Absolute ownership unencumbered by any other interest or estate, <br />subject only to the limitations imposed by the governmental powers <br />of taxation, eminent domain, police power, and escheat.
