Overall, the new ordinance has succeeded in more clearly <br />defining the application process and the City's regulations regarding the selling or distribution of <br />goods, services, advertisement, and political literature_ During the past six months, City staff has <br />successfully implemented the new ordinance and application materials into the City's permitting . <br />process. Over the past six months. City staff has noticed that a few minor changes may be <br />necessary to make the existing ordinance more conducive to the organizations that acquire a <br />peddler, solicitor, and transient merchant permit on a regular basis_ <br /> <br />In December, City staff received a peddler, solicitor, and transient merchant permit request from <br />a local Girl Scout troop_ The City's existing ordinance requires the Girl Scout Troop to submit a <br />roster with the names and addresses of all the troop members to the City_ City staff did not <br />believe that this information was necessary and therefore consulted with the City Attorney to <br />review potential language that could be inserted into the ordinance to minimize the information <br />requirements for.exempt organizations. <br /> <br />In February, City staff noticed that a peddler was selling frozen shrimp along the Highway 10 <br />right-of-way (near the TCAAP site). City staff requested that the peddler leave the site and <br />obtain the proper permit from the City. After reviewing the City's existing ordinance, City <br />Attorney Filla recommended that the definition of a peddler be redefined in the ordinance in <br />order to ensure that peddlers selling goods and services in this manner are covered under the <br />City's peddler, solicitor, and transient merchant ordinance_ <br /> <br />The recommended changes have been reviewed by the City Attorney and he is comfortable with <br />the changes that City staff is proposing to the Peddler, Solicitor, and Transient Merchant <br />Ordinance_ <br /> <br />. <br /> <br />l\Metro-inet.us\AtdenHills\Admin\Assistanl City AdministratorIMemo's and LeltersI2006\Peddlers.
