<br />. <br /> <br />- <br /> <br />- <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF ARDEN HILLS <br /> <br />ORDINANCE NO <br /> <br />A MORATORIUM RELATED TO THE PLACEMENT OF SIGNS <br /> <br />The Arden Hills City Council Ordains: <br /> <br />1.0 <br /> <br />2.0 <br /> <br />Recitals <br /> <br />I. The City of Arden Hills ("City") is in the process of reviewing its regulations <br />regarding new permanent signs and temporary signs in the City. <br />2. As used herein, "Sign" means any name, identification, description, display, <br />logo, illustration or device which is affixed to, painted or represented directly <br />or indirectly upon a building or other surface or piece of land, and which <br />directs attention to an object, product, placc, activity, person, institution, <br />organization or business. <br />3. The existing Sign Ordinance is incompatible with City goals and may allow <br />undesirable sign types and sizes. <br />4. The City anticipates that there will be additional submittals for the <br />construction of new permanent signs in the City. <br />5. In order to permit the City Council to review and evaluate changes to the <br />City's current regulations and to preserve the integrity of the planning process, <br />the Arden Hills City Council hereby detennines that a sign moratorium for <br />new permanent signs temporary is appropriate. <br /> <br />The City hereby adopts a sign moratorium applicable to thc construction or <br />installation of new signs in the City except for the following: <br />1. Construction of signs in residential sign district 1 and district 2 (Figure 1) <br />shall be allowed without a permit, provided that they are six square feet or less <br />in size, are less than eight feet in height, maintain the structure setbacks of the <br />underlying zone, and are not illuminated in any form. <br />2. The sign face on an existing wall, freestanding, monument, or pole sign may <br />be replaced with a sign permit provided that the new sign face does not exceed <br />the dimensions ofthe sign face before the adoption ofthis Moratorium. <br />3. Temporary signs may be permitted with a sign pennit for a total of90 days <br />per calendar year or upon tennination of the Moratorium, whichever is carlier, <br />provided that the temporary sign does not require any new construction or <br />structural modifications and is in accordance with the sign area, height, and <br />lighting restrictions listed in Table 1. <br />4. Off-site signs and billboards shall be prohibited in all sign districts in Table 1. <br />5. Official public notices or waming signs required by local, state or fcdera1law, <br />including but not limited to traffic control and other regulatory purpose signs <br />may be posted without a sign permit. <br />
