Proceed with a 7.5 foot width sidewalk on the north side of thc bridge at a cost of <br />$376,700 and extend a 6 foot concrete sidewalk with 2 foot paver strip down to Old <br />Highway 10 at a cost of $302,900. Total project cost estimate is then $679,600. The <br />funding for the sidewalk cxtension would be MSA eligible. <br /> <br />D. Proceed with a 7.5 foot width sidewalk on the south side of the bridge at a cost <br />of $346,000 and extend a 6 foot concrete sidewalk with 2 foot paver strip down to Old <br />Highway 10 at a cost of$148,300.00. Total project cost estimatc is then S494,300. The <br />funding for the sidewalk extension would be MSA eligible. <br /> <br />If the improvements occur on the north side, there will be a driveway conflict at 3609 Pascal. <br />Attached is a figure showing the existing conditions (attachment 9), as well as a possible solution <br />to the conflict. The new sidewalk would impact the parking and turnaround area available on the <br />property owner's driveway. The proposed option introduccs a horseshoe driveway with an <br />additional tum around area west of the garage. <br /> <br />. <br /> <br />Thc bridge is not cunently scheduled for rchabilitation or reconstruction by either Ramsey <br />County or MnDOT. The bridge is listed as bccoming eligible for funding in 2009, but according <br />to Dan Soler of Ramsey County, just because projects are listed docs not mean that they will <br />actually be completed. Ramsey County has indicated that they currently have no limding <br />available. If the County were to apply for federal funds for this project, the earliest they would <br />receive any is 201 l. If MnlDOT or Ramsey County do schedule improvements to the bridge at <br />some point in the future, the improvements constructed by the City would bc replaced in kind. <br />Future bridge reconstruction would be funded by Ramsey County and MnDOT with no <br />expectation of funding participation from the City. <br /> <br />FUNDING DISCUSSION <br />The maximum award available lor any individual project through the cooperative agrcement <br />program is S550,000. The agreement, however, only funds 8% of engineering and constmction <br />administration costs. The following table shows the breakdown of funding bctween the <br />cooperative agreement and Municipal State Aid funding. Costs have been updatcd to reflect the <br />recent increase in construction costs.
