The current
State Aid fund balance for Arden Hills is approximately $500,000. The project is proposed to be
funded entirely from the City's Stale Aid funds however, the Council may elect to utilize other
funding sources such as the non-assessable street fund or the general fund. Since the proposed
improvements benefit the City as a whole to a greater degree than the abutting residents, the use
of residential assessments to fund the improvements is not recommended.

The costs shown above do not include annual maintenance costs sllch as snow removal and
potential maintenance of bridge improvcments. The Council may consider requesting Ramsey
County to maintain this facility (especially bridge improvements) and requesting abutting
residents to rcmove snow and mow along the sidewalk in lieu of City staff.

.

19

URS
