<br />and undevelopable, piece of property 4 I % of its property value, when homeowners in the <br />area are typically assessed less than 3% of the value of their properties, produces "unfair <br />and IUIdesirable results." <br /> <br />. <br /> <br />At the very minimum, the property owned by the Association should be assessed at a <br />ratio which is no more th.an the assessment to value ratio th.at exists for the developed <br />homeowner properties within the scope of this project. The City's Assessment Manual <br />states that a criteria of tairness should be applied. We believe that assessing the <br />Association property at a ratio that is more than 13 times greater than the ratio at which <br />other properties in the neighborhood are assessed falls short ofthe City's own standard. <br /> <br />In summary, the Association believes that the proposed assessment against the <br />Association is based upon inaccurate information about the property owned by the <br />Association. We further believe that pursuant to the City's Assessment Policy the <br />Association's property fulfills all of the City's criteria tor being exempt from the City's <br />Assessment Roll. Namely, that it cannot be developed; the improvement provides no <br />special benefit, and that the proposed assessment produces "lUIfair and IUldesirable <br />results."
