<br />. <br /> <br />. <br /> <br />. <br /> <br />safety problems created by the current inadequate design will have severe <br />impacts on commerce, tourism and personal mobility on a large scale. The <br />recently completed Inter Regional Corridor Management Plan for 1-35 <br />between 1-649 and Hinckley reinforced the need for reconstruction of this <br />segment. <br /> <br />. The segment of 1-35W north of 1-694 is in the direct heart of major city <br />economic development and redevelopment projects. Lack of specific plans <br />for expansion of 1-35W makes it exlremely difficult to plan for access to <br />and though these developments. It is highly likely Ihat transportation and <br />other infrastructure investments will either be wasted or less efficient until <br />Mn/DOT determines the nature and timing of improvements on 1-35W. The <br />funding for planning, design and construction should be specifically <br />included in the TSP to facilitate local, regional and private sector <br />decisions. We recommend that expansion of 1-35W in the TH 10 to 1-694 <br />segment be programmed for early in the 2015-2023 timeframe. <br /> <br />Failure to address design and capacity problems on 1-35W north will slow <br />progress on three specific projects in contradiction of the State and <br />Federal direction and guidelines outlined on pages 18-20 of the draft TSP: <br />o Reuse of the Twin Cities Army Ammunition Plant (TCAAP) in Arden <br />Hills will result in 2200 housing units, 3.2 million square feet of <br />commercial, office and retail space, with an estimated ultimate <br />market value of $875 million where today the tax base is zero <br />dollars. <br /> <br />o Redevelopment of the Northwest Quadrant @ 1-35W & 1-694 in <br />New Brighton, the last remaining undeveloped system interchange <br />area in the metro area, will result in 750 homes and 750,000 plus <br />square feet of office, retail and commercial space with an ultimate <br />market value of $300 million where today the base is $13 million. <br /> <br />o Medtronic's new corporate campus in Mounds View will add 1.5 <br />million square feet of office and scientific space offering 2000 jobs <br />and an estimated market value greater than $120 million where <br />today we have a tax base of zero dollars. <br /> <br />In addition to these redevelopment projects, new development continues at a <br />hectic pace in Blaine and our other northern communities. Blaine anticipates <br />adding 1,000 new homes each year for 10 years. Negotiations continue on a <br />daily basis with Viking officials on development of a major new site whether or <br />not a stadium is included. All of this growth will be negatively impacted by and <br />put added burdens on 1-35W. Waiting until after 2030 for new capacity is not an <br />option for our cities, our businesses and our citizens. <br /> <br />3 <br />
