<br />Recycling Program Budget Information <br /> <br />In 2005, invoiced expenses from Waste Management under the two stream system were <br />approximately $63,300 ($2.05 per household per month for 2560 households). Total recycling <br />program expenses for 2005, which includes staff time and the community cleanup day, was <br />approximately 580,000. Revenue to pay for the recycling program comes from a recycling <br />service fee that is included on residential property tax statements and a Ramsey County SCORE <br />grant. In 2005, the City received about $17,000 from the SCORE grant and collected about <br />$72,000 in recycling service fees for an estimated total of $89,000 in revenue. <br /> <br />. <br /> <br />Under the single sort proposal, curbside recycling costs for a full year would increase to $69,427 <br />(S2.26 per household per month for 2560 households) plus the fuel surcharge. Waste <br />Management stated that in 2005 the average fuel surcharge was eight percent of invoiced <br />expenses. An eight percent fuel charge on invoiced expenses would increase the Waste <br />Management fee to approximately $75,000 for a full year of service. The 2006 budget for the <br />recycling program was set at $82,588, which again includes staff time and the community <br />cleanup day. If the single-sort recycling proposal is accepted, the recycling program budget <br />would nced to be increased to approximately $92,000. <br /> <br />Thc SCORE grant will be approximately $18,000 in 2006. The recycling service fee for 2006 <br />was not increased from 2005. Therefore, in 2006, the City anticipates collecting approximately <br />$90,000 in revenue for the recycling program. <br /> <br />The City had a fund balance of approximately $90,000 for the recycling program at the end of . <br />2005. It should be noted that the SCORE grant is not a certainty from year to year and can be <br />lowercd. The SCORE grant is used to offset the cost of the residential recycling program. <br />Without the SCORE grant, residential recycling fees would increase by about $7 per household <br />for the year. The fund balance ensures that the City is able to cover the cost of recycling services <br />without raising fees should the SCORE grant be reduced or discontinued. <br /> <br />Recommendation <br /> <br />Staff recommends requesting a formal proposal and a sample contract for the single sort <br />recycling program. From brief discussions with staff in other communities that have <br />implemented the single sort system, we have only heard very positive comments regarding the <br />single sort system. The single sort system tends to be easier for residents, has increased the <br />amount of materials recycled, and, with fewer pickups each month, has resulted is less truck <br />traffic on residcntial streets. <br /> <br />Unless the City Council is interested in pursuing the proposal further, no action is required. <br /> <br />. <br />
