The RCGISUG was formed in 1995 to provide member
cities and organizations throughout Ramsey County with a centralized and efficient source of
electronic geographic data. Since the RCGISUG processes geographic information for the entire
County, the users group is able to providc the information in a standardized format and is more
affordable than would otherwise be possible.

City Staff uses the geographic data provided by the RCGISUG on almost a day to day basis in such
activities as planning cases, code enforcement, creating custom maps, and comprehensive planning.

To leam more about the RCGISUG, please see the attached "About the Organization." Some of the
information provided by the RCGISUG IS available online at htlp://maps.metro-
inet.usm.amsevCoGIS/DisclaimerRCPublic.htm by clicking "Continue to Mapping" The City is
provided with updated information on CDs on a regular basis, which allows us to manipulate the data
and create our Own maps as needed.

Discussion

The 2006 membership fee for the RCGISUG was $971.96, which has already been paid. The dues
were included in the approved 2006 Planning & Zoning Budget; however, the joint powers
agreement must be approved to be an official member of the user group.

Recommendation

Staff recommends approving Resolution 06-28 to reauthorize the Joint Powers Agreement with the
Ramsey County Geographic Information System Users Group through Dccember 31, 2008. The
agreement is essentially unchanged from the previous Joint Powers Agreement with the RCGISUG.

I
