<br />~ <br /> <br /> <br />~ <br />EN HILLS <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />April 19, 2006 <br /> <br />Agenda Item 3C <br /> <br />TO: <br /> <br />Mayor and Council <br />Michelle Wolfe, City Administrator <br /> <br />Karen Barton, Community Development Director ~ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Joint Cooperation Agreement with the Ramsey County HRA <br /> <br />. <br /> <br />BACKGROUND <br /> <br />The Ramsey County Housing and Redevelopment Authority participates in the federally funded <br />Community Development Block Grant program and the HOME program to provide funding <br />opportunities to communities located within the County, <br /> <br />As part of their participation in this program, HUD requires that the Ramsey County HRA sign <br />joint cooperation agreements with each of the jurisdictions wishing to participate, every 3 years. <br />Since 1985, the City of Arden Hills has signed joint cooperation agreements with the county to <br />ensure their eligibility in the programs. The Ramsey County HRA is requesting the City sign an <br />amended and restated joint cooperation agreement for the CDBG and HOME programs for fiscal <br />years 2007 through 2009. <br /> <br />DISCUSSION <br /> <br />Although Arden Hills has not utilized either program extensively, the City has benefited from the <br />CDBG program through the County in prior years (i.e" receiving funds for the park in the mobile <br />home community). <br /> <br />The City has the option to "opt-out" and not renew the joint cooperation agrecment However, if <br />the City chooses to do so, it will negatively impact the amount of funds awarded to the County <br />for the CDBG and HOME programs. <br /> <br />. By choosing to re-new the agreement with the county, the City would be assisting the County in <br />obtaining additional funds and preserving our ability to utilize those funds in the future should an <br />
