Moore, Director of Operations & Maintenance <br /> <br />SUBJECT: Proposed 2006 Utility Hook-up Fees <br /> <br />Background <br /> <br />Staff was directed by the City Council to review the City's current utility hook-up fee stmcture. <br />Staff conducted a utility fee hook-up survey of eight area municipalities. The results of this <br />survcy are attached for your review. A review of the current City of Arden Hills' utility hook up <br />fee costs was then undertaken, and a cost comparison analysis was completed by staff. <br /> <br />Discussiou <br /> <br />The City of Arden Hills' utility hook-up fee schedule was last reviewed and updated in 2000. <br />The City cU1Tently charges a flat $] 0 administrative permit fee for both sewer and water utility <br />hook-ups. An additional fee is charged when a new water connection is made, with a simple <br />pass-through charge being added for the cost of the mcter. These charges do not cover our 2006 <br />operating costs. <br /> <br />Cunently it costs the City $80 for cach water or sewer cOill1ection when there is an existing <br />connection (i.e., when an existing home is sold to a new owner, or for the repair of an existing <br />connection). In the event of a new water cOlmection, for either residential or commercial <br />property, the costs incuned by the City are $80 plus the cost of the meter, which varies <br />depending on the size of the meter required. The cost for a new sewer connection, either <br />residential or commercial, is substantially higher at $300. This is due in part to the additional <br />staff time required to physically make the connection from the property to the street. <br /> <br />The 2006 operating costs arc comprised of salaries, benefits, pmts/materials/supplies, and <br />fuel/vehicle maintenance. A spreadsheet detailing the 2006 Proposed Utility Hook-up Fces is <br />attached.
