Resolution 06-29: Approvin!!. Plans and Specifications for the 2006 Rid!!.ewood
Nei!!.hborhood PMP Improvement Proiect

C. Resolution 06-29: Authorizin!!. the Advertisement of Bids for tbe 2006 Rid!!.ewood
Nei!!.hborhood PMP Improvement Proiect

Ms. Giga stated URS is nearing completion of the plans and specifications for the 2006 PMP
Ridgewood Neighborhood. The project consists of reconstructing the streets in the neighborhood
and constructing concrete curb and gutter, retaining walls, a storm sewer system, including three
sedimentation ponds and thirteen to sixteen rain gardens. The project also includes the
replacement of the watermain and water services along Arden Place, hydrants and gate valves
throughout the neighborhood, and sanitary sewer forcemain along Lake Johanna Boulevard,
Ridgewood Road, and Arden Place. The watermain and sanitary forcemain pipes are proposed to
be installed using trenchless technologies.

She noted the total estimated project cost for the improvement is $1,918,168.42 including
engineering costs. Any expenses required for drainage easement acquisition are not included in
this amount. The City's portion of the project costs are currently budgeted from the General
Capital Fund and Utility Enterprise Fund (sanitary sewer, storm sewer, and watermain funds).

She stated staff is in the process of working with the City Attorney and affected properties to
obtain the drainage and utility easements needed for this project. The plans reflect proposed
improvements based on the acquisition of the easements. If agreements cannot be reached with
affected property owners on the easement acquisition, plans will be modified accordingly to
account for a design change.

She indicated in order to capture a market for competitive bid prices and keep the project on a
timely schedule; these plans should be advertised in April. Bids would be opened in early May
and, if accepted by Council, awarded in late Mayor early June. Construction would then likely
begin sometime in June. If a delay would occur in approving plans and authorizing
advertisement for bids, this would delay the entire schedule, which could potentially delay the
project to the next construction season.

She recommended Council adopt the Resolution.
