<br />Memo to Mayor and Council - Chesapeake Grants <br />April 20, 2006 <br />Page 2 of2 <br /> <br />. <br /> <br />Since these grants would be awarded to the City, there are a number of ramifications that <br />Council should be aware of: <br /> <br />. <br /> <br />Any funds awarded will impact the City's budget (up to $1,875,000.00) <br />Grant funds are given on a reimbursement basis (typically a ] 4 to 30 day turn-around, per <br />DEED) <br />The City would be responsible for submitting all rcquired rcports for up to 2 years after <br />project completion <br />The City would be responsible for ensuring all requirements of the grants are adhered to <br />(i.e., State wage laws, etc.) <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Chesapeake is proposing to demo the property, perform remediation, and build a spec oflice <br />building. Attached to this memo are site plans and a rendering of the proposed development. <br />TIle proposed development is consistent with plans submitted with the original Master PUD. <br />However, Chesapeake has not been granted final approval for this specific dcvelopmcnt. <br /> <br />Although these grants will have a direct benefit to Chesapeake Companies, they will also benefit <br />the City by ]) eleaning up a contaminated site; and 2) assisting to expedite the redevelopment of <br />a key site in the City. . <br /> <br />Also to note, Council may withdraw the application at any time prior to funds being awarded. <br /> <br />Staff Recommendation <br /> <br />Staff is rccommending Council approve resolutions 06-3 I and 06-32 authorizing the application <br />for contamination clean-up grants from the Minnesota Department of Employment and <br />Economic Development (DEED), Ramsey County, and the Metropolitan Council, on behalf of <br />Chcsapeake Companies for Brownfield remediation at the former A TS site, ] 90] Gateway <br />Boulevard, subject to the following conditions: <br /> <br />1. Execution of a secured reimbursement agreement between the City and Chesapcakc <br />Companies, in a form approved by the City Attorney; <br />2. Execution of a performance agreement between the City and Chesapeake Companies, <br />in a form approved by the City Attorney; and <br />3. Chesapeake Companics must apply for a Final Plan approval prior to any grant- <br />related remediation work being started on the site. <br /> <br />. <br />
