<br />. <br /> <br />Ciry of <br />~~ <br /> <br /> <br />Minnesota <br /> <br />2005 NEIGHBORHOOD ENHANCEMENT EFFORT <br />JANUARY 2005 <br /> <br />1. GOAL <br />To help maintain property values and enhance the livability of Roseville <br />neighborhoods by improving the appearance of both residential and <br />commercial properties which have fallen below minimum (city code) <br />standards, furthermore, to accomplish this by emphasizing education, <br />flexibility and assisting residents over traditional code enforcement <br />methods. <br /> <br />. <br /> <br />2. BENEFITS <br />Some Roseville neighborhoods and commercial areas are struggling with <br />scattered, individual properties that are visual eyesores which negatively <br />impact the quality of life and property values in an entire neighborhood <br />or area. By utilizing a combination of education, program assistance and <br />zoningf city code enforcement, the Community Development Department <br />anticipates the following benefits will be attained: <br />. Entire neighborhoods or areas can be visually enhanced. <br />· Surrounding owners are encouraged to maintain their <br />properties as well. <br />. Property values are maintained and the livability of <br />neighborhoods is enhanced. <br />· Instilling confidence that public nuisance violations will not be <br />allowed to continue encourages reinvestment in both <br />neighborhoods and commercial areas. <br /> <br />3. OBJECTIVES <br />To reach the stated goal by performing the following: <br />· Educate citizens of common city codeflanduse nuisance <br />violations in an effort to gain voluntary compliance. Also, to <br />inform citizens of the direct and indirect benefits of compliance <br />and enforcement efforts (to both bolster compliance and to <br />instill confidence in neighborhood stability). <br />. Inform citizens of assistance programs offered by the city and <br />county. <br />· Assist residents accomplish compliance by offering information <br />on reasonable and affordable options available. <br /> <br />. <br />
