The most recent <br />visible water intrusion occurred the last weekend of April 2006, <br /> <br />Phase 2 testing revealed improper materials and poor workmanship in each of the five areas that <br />were opened for observation. Because of the numerous deficiencies and defects that were <br />discovered in the materials and installation, we incurred an additional $5,293,66 in testing and <br />assessment costs, beyond the $40,000,00 that was approved, <br /> <br />After a meeting with Brian Pashina from Wiss, Janney, Elstner Assoc, (WJE), the investigating <br />engineer, and our City attorney Jerry Filla, along with our Construction Attorney Jeff Coleman, <br />it was determined that the next course of action would be to conduct further testing of the <br />chimney chase construction in an attempt to pinpoint the exact cause, or causes of the continuing <br />water intrusion, It was also determined that additional observation holes should be cut in the <br />stone wall to verify that the construction defects already discovered are typical throughout the <br />building, <br /> <br />Staff Recommendation <br /> <br />Staff is recommending Council approve $25,294,00 for additional testing to determine the actual . <br />cause of leak in the chimney chase area and to verify construction defects are typical throughout <br />the building, and to pay for additional costs incurred in the Phase 2 testing, <br />
