<br />2006 PMP Update <br />6/14/2006 <br />Page 2 <br /> <br />. <br /> <br />Staff requests that Council consider options for the maintenance of these rain gardens. Several <br />options are described below. Council should keep in mind that future pavement management <br />projects may also include rain gardens, and a maintenance policy should be established that <br />could be applied to all projects. <br /> <br />One option is for the City to maintain the rain gardens. Some residents have indicated that since <br />the rain gardens are a part of the project and are incorporated into the overall water quality <br />design, they should be maintained by the City. This was also one of the additional requests of the <br />Arden Hills Island Beach Club. <br /> <br />Another option is to have an informal agreement with property owners. Other cities, such as <br />Maplewood and Bumsville, have such agreements. These cities have focused heavily on <br />educating the public on the benefits of rain gardens and the importance of proper maintenance. <br />To date all of the residellts participating in the rain garden programs have been very cooperative <br />and have properly maintained the rain gardens. Neither city has experienced a sale of property <br />with a rain garden and do not know how effective all informal agreement carries over to a new <br />property owner. Both City Councils have been supportive ofthe rain garden projects completed <br />to date, and encourage their staffs to continue the program in future projects. <br /> <br />. <br /> <br />A third option is to prepare a formal maintenance agreement between the city and the property <br />owner. The document would indicate that the plants would be paid for by the City that a <br />conservation easement would be placed over the area, and the property owner would be required <br />to maintain the rain garden. The formality of this option may frighten otherwise interested <br />residents from agrccing to a rain garden 011 their property. <br /> <br />CONCLUSION <br /> <br />Staff is requesting guidance from Council as to how to proceed with rain garden maintenance. <br /> <br />ADDENDUM <br /> <br />There may be additional new/updated information regarding the 2006 PMP project that will be of <br />interest to the City Council.
