The content of temporary banner signagc shall comply with the <br /> <br />sponsorship sign regulations as established by Mounds Vie\v High School, Bethel <br /> <br />University, or NOltll\vestem College for their respective athletic fields. The City <br /> <br />Administrator or Administrator's designee shall determine if the signage is visible from a <br /> <br />public roadway or from property outside of Mounds View High School, Bethel <br /> <br />University, and Northwestern College.
