.

.

.

Page 3 of3

The Recreation Program Supervisor position has a current pay range of $41 ,516 - $54,620. I am
proposing to upgrade thc position to the same pay range as the City Planner, which is $44,886-
$59,072, I believe this is an appropriate adjustment (approximately 8%) for the following
reasons:
. Additional management-level responsibilities are being added to the position
. The position will likely be the City's liaison to the PTRC
. The position will be responsible for making recommendations and presentations to the City
Council
. Supervisory responsibilities will bc enhanced, especially in relation to providing work
direction to the PW Superintendent and maintenance employees
The incumbent in the position is Michelle Olson. Upon approval ofthe recommendations in this
report, I would also recommend a salary adjustment for Ms, Olson of 6%. Upon successful
completion of one year in the new position, she would be eligible to move to the top step in thc
new pay range,

Provo sal #3:

Attached is a proposed job description for the Public Works Director position as well as a
recmitment timeline and plan. A few notes regarding thc recmitment plan:
. This process is similar to what was used for the Assistant City Administrator and
Community Development Director, which includes two elected of1lcials at the second
round of interviews
. We include a leadership assessment process, which has proven to be a helpful resource
for past recruitment efforts
. While we would like to have someone hired sooner than the end of October I'm not sure
we can proceed any faster than the schedule proposes; if we can accelerate any part of the
process, we will try to do so,

I feel comfortable that we can hire someone within the existing salary range, but we may have to
hire in the mid- to upper-level ofthe range. I am not sure, without further study, whcthcr or not
the salary range is representative ofthe market This summer and fall we will study the recent
market data to see if an adjustment to the overall salary range will need adjustment. The current
salary range is $60,528 - $79,643,

COUNCIL ACTION REQUESTED

Motions for the following actions including dctails as outlined in this report:
1. Approve the upgrade of the existing "Recreation Program Supervisor" position to "Parks
and Recreation Manager"
3. Approve a Recmitment Plan for the Public Works Director position.

\\metro-inet\ardenhills\Admin\City Administrator\Alemo\2006\7-3J-06 Memo RE Public Work<; Organization
Changes. doc
