<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~~ILLS <br /> <br />Approvcd: <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />JUI~Y to, 2006; 8:52 P.M. <br />ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER <br /> <br />Mayor Aplikowski called the meeting to ordcr at 8:52 p.m. <br /> <br />Present: <br /> <br />Mayor Aplikowski, Councilmembers: Brenda Holden, Gregg Larson, <br />David Grant and Vincent Pellegrin. <br /> <br />Absent: <br /> <br />None <br /> <br />Staff Present: City Administrator, Michelle Wolfe; Assistant City Administrator, <br />Schawn Jolmson; and Recreation Supervisor, Michelle Olson. <br /> <br />Opcrations and Maintenance Department Orl!anizational Structure <br /> <br />City Administrator Michelle Wolfe provided the City Council with an overview of four differcnt <br />organizational charts that arc bcing proposed for the Opcrations and Maintenance Depaltment. <br /> <br />Chart A illustrates the structure that preceded the current structure. The Chart A structure <br />allows more focused attention on parks, trails and recreation due to the scparation from public <br />works. The weakncsscs of this structure are that you losc flexibility from your labor pool; it adds <br />another management position and department to the City structure which includes added costs, <br />and potentially weakens tbe ability to pool resources as needed. <br /> <br />Chart B illustrates the current structure. Strcngths of this structure include increased flexibility <br />from the labor pool, operating and cost efficiencies, less management overhead, and cross <br />training opportunities. A potential weakness is the concern that some areas of the Operations and <br />Maintenancc Department may not be maintained as efficiently. <br /> <br />Chart C illustrates somcwhat of a hybrid between Charts A and B. It contemplates splitting out <br />some ofthc Parks and Recreation activities from O&M and changing the name ofthe department <br />back to Public Works. However, it maintains the labor pool concept lor maintenance of parks <br />and trails and other related activities. Parks planning and rccrcation activities would be managed <br />
