Attached for Council review is a summary of construction costs and proposed <br />assessment roll. <br /> <br />The preliminary assessment roll presented in lhe feasibility report for this project listed 62 <br />properties with frontage abutting the streets to be reconstructed. Several other properties were <br />listed for discussion as to whether lhey should be included in lhe assessment roll. Based on staff <br />review and council discussion at past work sessions, these properties were not included in the <br />proposed assessment roll. The proposed assessment roll under consideration contains the 62 <br />properties originally listcd in the feasibility report. <br /> <br />The assessment policy states thai the assessment shall be based on the total estimated <br />construction cost, plus associated overhead costs. The policy also states that the City Council <br />shall retain lhe right to review each project on its own merit and to deviate from any portion of <br />the Assessment Policy Manual as it deems proper. Since we are already into the construction <br />process, we have contractor's bid prices. At the July 31,2006 Council meeting, Council <br />approved a motion to use contractor's bid prices for calculating the proposed assessments. Each <br />parcel is proposed to be assessed $9,831.87. A total of$609,575.76 would be received in <br />assessments, while $1,491,538.41 would be funded by the City. <br /> <br />Schedule: The following is a proposed schedule for 2006 assessments: <br /> <br />. <br /> <br />August 28 <br /> <br />Council conducts the assessment hearing with the option to continue final <br />adoption until September 11, 2006, if necessary <br /> <br />September 11 <br /> <br />Council adopts assessment roll <br /> <br />Sept. 12 to Oct. II <br /> <br />Assessment pre-payment period at Arden Hills City Hall (30 days) <br /> <br />Oct. 12 to Oct. 30 <br /> <br />Tally of final assessment roll <br /> <br />October 3 I <br /> <br />Certification of final assessment roll to Ramsey Counly <br /> <br />RECOMMENDED COUNCIL ACTION <br /> <br />If questions or concerns are received at the hearing, staff recommends that final adoption of the <br />assessment rolls be continued to the September 11,2006 City Council mccting 10 allow staff <br />time to research questions and objections raised at the initial hearing. If Council receives no <br />comments regarding the assessments, staff recommends approval of a resolution adopting and <br />confirming assessments for the 2006 PMP improvements. <br /> <br />. <br />
