<br />. <br /> <br />- <br /> <br />- <br /> <br />c. <br /> <br />Preparation orLand Use and Infrastructure Plan. <br /> <br />I. Developer Obligations. Developer shall accomplish the following <br />tasks: <br /> <br />a. Collect and analyze site data including: <br /> <br />(1) TCAAP Site information sources to identify existing <br />conditions. <br /> <br />(2) Building inspection and infrastructure systems <br />surveys, including location, verification, inventory, <br />and TCAAP Site condition evaluations. <br /> <br />(3) Research and field investigation results to identify <br />system conditions, capacities and constraining <br />elements of infrastructure as well as possible <br />opportunities for expanded service. <br /> <br />b. <br /> <br />Review and Comment. Review and comment on drafts of <br />the City's Comprehensive Plan Amendmcnt and <br />Infrastructure Plans as well as the City's economic impact <br />study relative to possible infrastructure financing. <br /> <br />2. Citv Obligations. The City shal1 accomplish thc following tasks: <br /> <br />a. Planning Consultant. City shall prepare an RFQ and retain a <br />planning consultant who shall prepare a Comprehensive Plan <br />Amendment and Infrastructure Plan for the TCAAP Site to <br />include the following elements: <br /> <br />(1) Official Controls, Design Guidelines, and related <br />regulatory changes to ensure implementation of the <br />Comprehensive Plan Amendment. <br /> <br />(2) Transportation analysis and study. <br /> <br />(3) Preliminary layout of infrastructure (street, sewer, <br />water, and stonn water). <br /> <br />b. <br /> <br />Financial Consultant. Retain financial consultant to provide <br />an economic impact study for the construction and payment <br />of public infrastructure improvements for the AH Reuse Area. <br /> <br />5 <br />
