<br />The shared IP Phone system allows partIcIpating agencies direct station to station dialing <br />between organizations, Connections to the public telephone network are provided by various . <br />telephone companics including Qwest, Popp Telecom, and TDS Metricom, <br /> <br />Since the City of Roseville provides the City of Arden Hills with it's network services, the IP <br />phone system would simply become another network device connected to our system, Also, <br />since the City of Arden Hills shares IT and engineering services with Roseville the IP phone <br />numbers for these staff members would be the same at both cities and shared employees (Civil <br />Engineer and Network Support) arc accessible to staff and the public regardless ofJocation, <br /> <br />The IP voice mail system through the City of Roseville is scheduled to be updated in 2007 \vhich <br />will combine both emai] and voice mail communications into a single service platfonn, making it <br />possible for staff to retrieve both voice mail and email either through a computer or a telephone, <br />This will improve city staff communication capabilities and allow City stafflo check their voice <br />mails and c-mails from an oft~site location, <br /> <br />Another nice feature of the IP phone system is that the City's telephone system could be utilized <br />at different locations, For example, City staff would be able to plug the IP phones into a <br />computer jack at the Ramsey County Public Works facility and be able to answer phone calls as <br />ifhe/she was at their own desk, This would be an excellent feature to have dming an emergency <br />event or if the City Hall facility was not available for use, At this time, City stafT would not be <br />able to use our current phone system in the City Council chambers during an emergency event <br />sinee the phone jacks arc not compatible with the State of Minnesota phone system, <br /> <br />. <br /> <br />The City of Mounds View recently relocated their police department to the Ramsey County <br />Sheriff station during their recent remodel of City Hall and by utilizing the JP phone system, <br />were able to extcnd police department telephone numbcrs to the temporary location, eliminating <br />the need to notify residents of a telephone number change during thc six month pcriod, <br /> <br />Reliabilitv of the IP Phone System <br /> <br />Onc of the concems that City stafT have regarding the IP phone system is the reliability of the <br />phonc system if the power goes out or the network system would have problems, Typically any <br />phone system being utilized in an office setting is run off of electricity, If the power goes out the <br />phone system will not operate, Typically dismptions can be minimized if the City utilizes a <br />generator or has a relatively large battery backup power supply that could provide two to three <br />additional hours of TUn time if a power outagc occurs, But if the City was ever impacted by a <br />large storm and would lose phonc services for an extended period of time, work phone numbcrs <br />can be forwarded to cell phones in case communication must be reestablished, <br /> <br />Overview of the Proposal <br /> <br />Since the City of Arden Hills currently has an agreement with the City of RoseviJJe for IT <br />services, City staff consider the proposal submitted by the City of Roseville a service contract. <br />The IP phone scrvice proposal would be opcrated through the City of Roscville' s IT Department. <br />In 2006, Arden Hills is paying about $ ] ,200 for IP phone service through thc City of Rosevillc at . <br />
