The decision on whether <br />and when to hire a developer will depend in part on <br />whether the LRA receives the property, and whether the <br />lRA or local government has the financial resources and <br />expertise to develop the fanner base. Some communi- <br /> <br />ties, !!ke LO..../ry', replace their p!anning Utl\, ',,'-/ith an imp!e-- <br /> <br />menting LRA. The local government's redevelopment <br />agency could act as the implementing LRA if its members <br />have the authority to oversee Icxal redevelopment. Re.- <br />gardless of who implements the plan, the following steps <br />will help make it successful. <br /> <br />Developing design guidelines and <br />zoning consistent with the vision <br /> <br />Too often there is a gap between an attractive plan <br />and the development that ensues. The LRA should <br />insist on superior design and ensure that it is imple- <br />mented. Development that is designed well from the <br />beginning has lasting economic benefits for communi- <br />ties, and it will improve property values in surrounding <br />areas as weB as on the former base.
