<br />. <br /> <br /> <br />. <br /> <br />. <br /> <br />Involving the public <br /> <br />Using the vision for base reuse and other available <br />information, the LRA and the community can begin <br />drafting the plan for redevelopment. As the Association <br />of Defense Communities notes, "(the] LRA Base Reuse <br />Plan offers the best opportunity to shape the future use <br />of a closed base."";;' To take full advantage of that op- <br />portunity. the LRA must describe an effective strategy <br />for replacing jobs and demonstrate vigorous public <br />engagement throughout ptan preparation. <br /> <br />One of the most important steps the LRA can take is to <br />ensure strong public involvement in developing the reuse <br />plan. Broad community support is critical to a successful <br />redevelopment. Successful base reuse projects aU have <br />included extensive, ongoing public involvement. <br /> <br />Many tools are available to hetp the LRA and rocal <br />governments educate the public about the benefits of <br />a compact and weir-designed redevelopment, solicit <br />community input on the design, and clearly envision <br />the kind of development the community wants. A vi- <br />suat preference survey, for example, shows images of <br />different development types and asks the participants <br />to rank them by preference. Software tools compare <br />different redevelopment options based on the ameni- <br />ties each provides, the traffic each generates, the water <br />each consumes, and the proximity of households <br />to parks and transit. Public participation workshops, <br />including design charrettes, are-very effective and help <br />develop a plan that is economically feasible and that <br />the community supports.
