<br />. <br /> <br />What type of development (commer- <br />cial, industrial, residential, or a mix <br />of these uses) best capitalizes on the <br />base's location, existing structures, <br />and infrastructure? <br /> <br />. <br /> <br />With long-term economic slJccess as a goal, com <br />munities should consider market forecasts as well as <br />current conditions when developing a reuse plan. A <br />mix of uses may provide the most overall benefits for <br />the community. Commercial development and even <br />light industry can coexist with residential development <br />and open space in a well-planned development The <br />base and the local area's unique assets and needs can <br />help determine suitable uses. A base may be ripe for <br />marketing to a specific sector or niche depending on <br />regional economic conditions. For example, the region <br />may be a center for pioneering research and need a <br />site for product manufacturing. Many bases can pro- <br />vide the large sites that some manufacturers, research <br />facilities, or other businesses often have trouble find- <br />ing. A reuse plan with zoning that aUows these uses as <br />part of a well-designed, mixed-use development can <br />be very attractive to businesses seeking to build such <br />facilities. No matter what the reuse plan contains, the <br />community may need to adopt new zoning, ordi- <br />nances, and regulations to implement it. <br /> <br />Can the base connect to a surrounding <br />neighborhood? Can a redeveloped <br />base become a town center? <br /> <br />. <br /> <br />Bases that are surrounded by residential and com- <br />mercial development will be easier to redevelop with a <br />mix of those uses. For example, Baldwin Park, a former <br />Naval Training Center, is in urban Orlando, Florida. It <br />conneelect easily to the surrounding neighborhoods, <br />providing much-needed parks for the entire area, while <br />the- existing community around it offered a ready sup- <br />ply of customers for Baldwin Park's retail businesses. <br />For some towns, the base is already emotionally or <br />physically the heart of the community, and redevelop- <br />ment simply reinforces that role by making it a town <br />center.
