<br />. <br /> <br />Forming a Local <br />Redevelopment <br />Authority (LRA) <br /> <br />Jurisdictions affected by the Base Realignment and <br />Closure (BRAe) decisions will need to establish a Local <br />Redevelopment Authority {LRA} for alt installations where <br />property ownership will be transferred. The Department <br />of Defense 1000) Office of Economic Adjustmeot IDEA) <br />works with community leaders to structure an LRA and will <br />recognize the LRA on behalf of the federal government. <br />The LRA is responsible for creating a redevelopment plan <br />for the base or directing implementation of the plan. The <br />OEA administers programs that help LRAs develop a base <br />reuse plan, and other federal agencies, including the De- <br />partments of labor and Commerce and member agencies <br />of the President's Econornic Adjustment Committee, offer <br />resources to support economic recovery. (See Resources <br />appendix for more infonnation.) <br /> <br />. <br /> <br />The LRA is made up of members of lhe community <br />aHected by the base closure and reuse and should represent <br />the widest pos.<;;ible range of interests. The Resources ap- <br />pendix of this guidebook lists some documents that provide <br />advice on how to form an LRA, including guidance on size <br />and composition. These publications also describe experi- <br />ence gained by LRAs in previous base closures, which will <br />be useful to communities as they consider the lRA structure <br />that will best meet their needs. Once formed, the LRA <br />should work with other local leaders to involve the commu- <br />nity in the redevelopment planning process, keep the public <br />informed about progress, ask vvhat the community wants <br />and needs, solicit ideas for the redevelopment, and give <br />feedback about those ideas. The more open and collabora- <br />tive the planning process is, the more likely it is that the plan <br />will gain the public support it needs to succeed. <br /> <br />. <br /> <br />The LRA also must work with DoD to transition the base <br />from military ownership to private or local government <br />control. The property screening process gives the federal <br />government <In opportunity to use the land. If the land is de-- <br />clared surplus, federal. tribal. state, and local governments <br />lA"m request that the land be LJsed for public benefit:, such as <br />parks, schools, or housing for the homeless. <br /> <br />The more open and <br />collaborative the planning <br />process is, the more likely <br />it is that the plan will gain <br />the public support it needs <br />to succeed. <br /> <br /> <br />111111 <br /> <br />7 <br />
