The decision of the hearing examiner shall be the final decision of the City, . <br />6, Ifthe dog is declared dangerous by the City of Arden Hills, the dog must be registered by <br />the City of Arden Hills and placed in an enclosure with proper signage identifying a <br />dangerous dog on the property, <br />7. Animal control may require a dog declared dangerous to be sterilized, If the property <br />owner refuses to have the dog sterilized, animal control may have the dog sterilized at the <br />owner's expense, Also, animal control may inspect the dog to make sure that it has been <br />sterilized, <br />8, Animal control may retain custody of a dangerous dog pursuant to Minnesota Statute <br />347,50 and 347,51. Also, the owner of a dog that is declared dangerous must notify <br />animal control and the City in writing of the dog's death, transfer of its residence outside <br />of Arden Hills, or its transfer to the City of Arden Hills within thirty days, <br /> <br />The proposed ordinance adopts Minnesota State Statute 347,50 as the City's regulations for <br />handling a dangerous dog situation, The proposed language change would also implement a <br />standard procedure for City staff to follow when dealing with a dangerous or potentially <br />dangerous dog ease, <br /> <br />City staff is also recommending the implementation of restJietions pertaining to the leashing of <br />animals, feeding of wild animals, and animal enclosures, The following is a brief overview of <br />the additional language that has been added to the proposed animal control ordinance, <br /> <br />Section 400,03 of thc animal control ordinance addresses the restraining (leashing) of animals . <br />that are in public places such as school properties, trails, parks, open spaces, and streets, A <br />property owner must also keep his/her pet in a confined space that is located on the individual's <br />propcrty which provides adequate fencing, leash, enclosure, or has an approved pet containment <br />system, <br /> <br />Section 400,03 of the animal control ordinance also addresses pet containment systems, Arden <br />Hills dog owner's that wish to use a pet containment system are required to register thc systcm <br />with City Hall and place proper signage identifying thc pet containment system, The sign age <br />cannot be placed in the public right-of-way, <br /> <br />Section 400,12 of the proposed ordinance addresses the feeding of wild animals, Residents <br />would not be allowed to feed wild animals or mammals using grain, fruit, vegetables, nuts, salt <br />licks or any other food that attracts wild animals, Bird feed that is placed in a bird feeding <br />device is excluded from this provision, <br /> <br />Research <br />City staff has researched a number of animal control ordinances that have been implemented by <br />communities throughout the metropolitan area, The following municipal animal control <br />ordinances were review by City staff in drafting the proposed ordinance: <br />.
