<br />(c) A potentially dangerous dog which aggressively bites, attacks, or
<br />endangers the safety of humans or domestic animals.

<br />10. Enclosure. Any structure, except a dwelling, designed to securely
<br />enclose and prevent an animal from escaping therefrom.

<br />the animal from escaping and providing protection from the elements

<br />any part of a house, garage or other structure that would allow the
<br />animal to exit of its volition, or any house or structure in which windows
