<br />ARDEN HILLS PLANNING COMMISSION -OCTOBER 4, 2006 <br /> <br />8 <br /> <br />Commissioner Larson suggested they not put large plantings on the north property line <br />where there was an easement in the event the City had to do maintenance or repair on the . <br />pipe. He recommended they plantings be moved off of the easement <br /> <br />Commissioner Larson recommended the western trees be moved to the east so they could <br />establish themselves on the property and be trimmed if it encroached on the electric line, <br /> <br />Bob Moser, 1000 County Road E, Shoreview, representing applicant, stated as far as the <br />Shoreland Restoration, the Rice Creek Watershed recommended a large group of plants <br />that would work as an infiltration barrier rather than large trees, He noted the Rice Creek <br />Watershed District did not want large trees, but rather small plantings. He stated the <br />Watershed had given him a list of approved plantings. With respect to the north side <br />trees, the easement line was even with the northern most portion of the garage, so if they <br />were moved, it would shift the plantings to the south, which would have a significant <br />impact for the screening of the home from Lake Johanna Boulevard, In addition, the pipe <br />was a new pipe and was unlikely would have to be changed. He stated as opposed to <br />replacing the pipe, it could be lined and would not have to be dng up. He stated a nicer <br />landscaping could be done if they wcre not required to stay out of the easement area, <br /> <br />Chair Sand asked what the Rice Creek Watershed District's position was on adding rip- <br />rap to prevent erosion, ML Moser responded he had not checked into that, but he <br />believed the DNR would have some say in this also, <br /> <br />ML Lehnhoff responded the DNR strongly discouraged the use of rip-rap. He noted the . <br />DNR would rather see plantings, <br /> <br />Chair Sand asked ifthere would be a dock to this property. Hien Ngo, Applicant, 6 West <br />Pleasant Lake Road, North Oaks, responded he did plan on putting in a dock at some <br />point, but not probably for a year or two after the home was completed. <br /> <br />Commissioner Thompson asked ifhe would have steps from Lake Johanna Boulevard to <br />the lake as well, ML Ngo responded that had not been decided yet. <br /> <br />Commissioner Larson noted the proposed home was not in place, so moving the trees <br />away from the northern edge he did not believe would be a large impact <br /> <br />Commissioner McClung stated he would like the City Engineer look at this also because <br />there wherc times when a pipe could not simply be lined. <br /> <br />Chair Sand moved, seconded by Commissioner Larson to table the Site Plan Review, <br />Hien Ngo & Nguyet Ky, 3433 Lake Johanna Boulevard, subject to changes as discussed. <br /> <br />The motion carried unanimously (6-0), <br /> <br />. <br />
