Johnson, Assistant City Adnrinistrator~(?~ <br /> <br />SUBJECT: Appoinlment ofRoxane Smith as Finance Director/Treasurer <br /> <br />BACKGROUND <br /> <br />The position of Chief Financial Officer/Treasurer became vaeant when Murtuza Siddiqui <br />accepted a position with Metropolitan State University in August. The City received seven <br />applications for the open position. Four candidates were selected to participate in the first round <br />interviews. The first round of interviews was conducted by the City Administrator, Community <br />Development Director, Roseville Assistant Finance Director and the Assistant City <br />Administrator. After reviewing the four candidates, City staff elected to pursue two candidates. <br />The top two candidates were asked to participate in a personnel assessment session with a <br />certified psychologist. The intent of the personnel assessment was to determine the candidate's <br />abilities, attitudes, and personality characteristics as it relates to the Finance Director/Treasurer <br />position. On September 12th, one of the finalists requested that her name be pulled from <br />consideration for the Finance Director/Treasurer position. The second rounds of interviews were <br />conducted on September 29th. The interview panel included City Councilmember Brenda <br />Holden, City Councilmember David Grant, City Administrator Michelle Wolfe, and Mark Ruff <br />from Ehlers & Associates. <br /> <br />DISCUSSION <br /> <br />The recommended candidate is Ms. Roxane Smith. Ms. Smith has a Bachelor's Degree from <br />Bemidji State University in accounting. She also is a certified CPA and a member of the GFOA. <br />She is currently employed by the State of Minnesota as a Principal Auditor for the Department of <br />Agriculture. In that capacity she is responsible for internal/external auditing and budgeting for <br />the Minnesota Department of Agriculture. <br /> <br />(Application materials pertaining to Ms. Roxane Smith were previously provided to the City <br />Council.) <br /> <br />Prior to her work with the State of Minnesota, Ms. Smith worked for the City of Columbia <br />Heights as the Assistant Finance Director.
