17

vilflage being handled at one time and, as a result, we want to
be sure it's condutted accordiny to the statute. 'Nith that. I
think I've concluded.
NAYOR ASHBACH: Thank you, IAr. Popovich. t3ow, as h1r. Popovich
has said, that is required that when you rise you must either state
whether you're asking a question, whether for or against. That has
to be, according to law I believe, and state your name and address.
So now I'm sure there must be a lot of questions, a lot ef cotents
or suggestions. =t'e're willing and want to have them from you now.
Any one have any at this time?
NR. J. TINiM; 14G0 Cumtrings Lane: I have one question here.

Assuming that the service went into effect and I did not conect to
the stub, would the annual service charge b assessed yearly?
l. POPGVICH: You mean the $36.00? No, the $36.00 is paid
only by those who connect to the system but. I want to be very
careful, the village council does have the power to pass an
ordinance reyuiring that when sewer service is available, that
withln a certain period of time you hook up. Gf course, they have
to get that department on a sound operating basis and sfnce you're
paying for it, or payin for the assessment, you should hook up.
Usually most people hook up if they have problems. I don't know
whether the Council has yet adopted an ordinance that affects
Improvement tJo. 1 but most Ccuncfls do adopt an ordinance requiring
you to hook up within two years so there is a time limit but during
that time you are not hooked up you do not pay the $3b.001.
NR. TIN.M: The feeling in my area is that if it were don it
would all be done at the time time unless compulsory and that
probably wouldn't be for a year or two.
