Crepeau Jr., Counciimen Stanley <br />Olmen, E. Gray Henderson and John Holle�horst <br />Absent - Mayor Robert Bjorndahi <br />Aiso Present - Treasurer Worth G. Read, Engineer Oonald Lund, <br />Building inspector Clay Keiley, Pubiic Works Supervisor <br />Everett Beecher, Deputy Clerk Fiorence Nonan and Records <br />Cterk Dorothy Zehm and Village Attorney Vincent P. Courtney <br />Approvai of Minutes <br />The minutes ot the regular Cou�cfi meeting of September 29, 1969 were <br />approved as corrected. <br />The minutes of the spectai Council meettng of October 6, 1969. were <br />approved as corrected. <br />BUSINESS FROM THE FLQOR <br />An unscheduled and inFormal discussion was held wtth a few Councilmen <br />and some o4 the residents of Mounds Avenue for a iew minutes prior to <br />the Council meeting regarding many problems such as debris, fencing, <br />roads, etc. Acting Mayor Crepeau raquested that the written report <br />prepared by Bulldtng Inspector Clay Kelley De submltted and coples of <br />this report be made for each Councilman, Planner Cari Dale and <br />Planning Commission Chairman Larry McGough for their review and <br />recommenda-tions to Council. He advised the Council that, in.the <br />meantime, #he Police Department will see that v(olatfons are <br />corrected. <br />REPORT OF ATTORNEY VINCENT P. COURTNEY <br />Water Easement 681-9 Mrs. Emmett Willi <br />Attorney Courtney reviewed Attorney Sa{ <br />1969, in which he recommends payment of <br />Mrs. Emmetf Wiliiams to compensate her <br />water easement area and �For the loss of <br />in addition to the original esi-imate of <br />a Waiver ot Trespass was obtained from <br />land's letter of October 7, <br />an additiona& 5175.00 to <br />for the cost of sodding the <br />an oak tree; thfs would be <br />5500.00 offered at the t(me <br />Mrs. Wllliams. <br />Rti•orney Courtney explained that a Wafver of Trespass had been <br />obtained from Mrs. Williams prior to the construction of the water <br />improvement; tinal deYermination of the cost of obtaining the <br />easemenfi to be finalized after the improvemenfi had been completed <br />and costs known. He advised that the procedure varies with the <br />proparty owner; some requesting payment before and some atter. <br />completlon of an improvement. <br />After Council was assured that the property owner expended the <br />""• additional costs in putting the property back into the same <br />condition that it was prior to the improvement, ft was moved by <br />Councilman John Holienhorst that Council authorize payment ot <br />5675.00 to obtain the easement- described as 681-9; motion was <br />seconded by Councilman E. Gray Henderson and unanifiously carried. <br />3 <br />— • <br />Ordinance No. 99 Amendment <br />Attorney Courtney distributed copies of AN ORD9NANCE AMENDING <br />ORDBNANCE �99, THE ZONIN6 ORDtNANCE, TO REQUORE SCREENING OF • <br />MECHANICAL OPERAT9NG EQUV'PMENT, recommendi�g thafi it be introduced <br />by title. Council referred the draft of the ordinance amendment <br />and a copy of Attorney Courtney's letter of October 13, i9o9, to the <br />Planning Commissto.n, Pubifc Works Commit4ee, Mr. Everett Bescher, and <br />the �ublic Safety Committee tor their review and recommendatlons. <br />�t was moved by Councilm�n John Ho8lenhorsl- and seconded by <br />Cou�cipman StanPey Oimen that thfs ordinance be +ntroduced by tltle <br />and given its first reading; motion carried. <br />
