� <br />MINUTES OF SPECIAL COUNCIL MEETING <br />VILLAGE OF ARDE� HILLS <br />Monday - September 15, 19b9 <br />The meeting was cailed to order at 7:30 p.m, by Mayor Bjorndahl. <br />Roil Cal! <br />Present: Mayor BJorndaht, Councilmen Crepeau� Olmen <br />Abse�t: Councilmen Hollenhorst and Henderson <br />Also Present: Cierk Administrator Lorra(ne Stromqutst, Engineer <br />Donald lund, Supervtsor of Maintenance Everett Deecher <br />Skel�y Of1 Company Request <br />• Motion was made by Councilman Crepeau, seconded by Councilman Olmen, <br />that the Vtllage ot Arden.Hills petition th� Ramsey County aoard <br />ot Commtssioners for permission on the part of Skelly O.il Company <br />?o undertake ali actions necessary to complete approximately 40 feet <br />of 6Qinch culvert along Lexington Avenue, on County property, pur- <br />suant to the completion of the n�w Skelly servlce station at the <br />intersection of Red Fox Road and Lex(ngton Avenue. Motion carried <br />unanimousty. (See Vil�age Council m{�utes of September 8, l969 for <br />further detall.) <br />Set Back Variances - Rollinq Htils Road <br />Motion was made by Councilman Crepeau, seconded by Councilman Olmen, <br />that front yard set back varlances be approved for Lots 3,4 and 5, 81ock <br />29, Shorewood Hilis No. 6, as follows: <br />Lot 3,_Biock_29,_Shor�wood Hilis No. 6_ (Krannak) <br />Front yard set back changed from 40 feet to 37 feet. <br />Lot 4,_Block 29, Shorewood_Hills No. 6(Stevens-Case No. 64-32) <br />Front yard set back changed from 40 fee't to 37 feet. <br />Lot 5, elock 29, Shorewood Hfils No. 6(Arneson-Case No. 69-25) <br />Front yard set back changed from 40 feet to 38 feet. <br />Motion carried unanimously. <br />Tri-State Improvement Proiect - Grey Fox Road <br />Letter from Attorney Courtney dated Saptember 15, 1969 was review- <br />ed by the Council. MoYion was made by Councilman Crepeau, seconded <br />by Councilman 0{men, that the Tri-State Improvement Project - Grey <br />Fox Road be ordered� Motton carried <br />unanimously. <br />Engfneer ponald Lund presented e tabulation of bids taken on the <br />proJect today at 11:30 a.m. He reported that Minn-Kota Excavating, <br />Inc. submitted the low bid at 539�463.75. Mr. Kenneth �ergstrom, <br />President of Minn-Kota was present. He stated that thore wouid <br />be a 45 day period needed for delivery of the water pipe for the <br />project but, barring too much rafn, he telt he could install the <br />road portion of the proJect by the completion date of October 31, <br />1969. <br />. After Councll discussion, motion was made by Councilman Crepeau, <br />seconded by Councilman 0lmen,that the Council award the contract <br />to MTnn-Kota Excavating, Inc. for the amount ot 539,463.75, with <br />a completion date of October 31, 1969� <br />Motion carried unanimously. <br />The contractor was asked to send the Vi!lage a letter regarding <br />plpe delfvery date. <br />The bids and bonds were referred to Attorney Courtney before for- <br />rnal contracts are signed. <br />Door to Door Solicitation Ordinance <br />Motfort was made by.Councilman Crepeau, seconded by Councfiman Olmen, <br />that AN ORDiNANCE PROHIDIT�NG DOOR TO DOOR SOLICITA710N OR PEDDLING <br />.AND ESTABLISHING PENALTIES FOR VIOLATION be introduced by tltle. <br />Motion carried unanimously. The proposed ordinance was referred <br />to the Public Safety Committee. <br />
